THIS IS PROBABLY BECAUSE YOU AREN'T ALLOWED TO MERGE INTO THE FUNERAL PROCESSION, AND YOU WOULD USUALLY HAVE TO DO SO IN ORDER TO PASS THE ENTIRE PROCESSION ON ANY TWO LANE HIGHWAY THAT ALLOWS PASSING.
