My car will not start. Its a 99 Jetta and the windows will not roll up or down, but if you get out and put the key in the lock and hold it they will roll down. It seems like a fuse, but I checked all the fuses and they are all fine. Battery if still fully charged. The starter doesent even try to turn over.

Check the battery terminals and make sure they're securely connected
