Rossi alleged Steele then "made" the woman get into his patrol car "against her will," drove to a secluded area and then "forced her" to kiss him.
A second woman, also Hispanic, retained Rossi Wednesday evening, he said, after leveling similar accusations against Steele regarding an incident that apparently occurred earlier in August." |

He was placed on leave following his arrest, but patrol officials fired him Tuesday. Warren was a 19-year veteran of the force and was stationed in Raleigh.
Troopers arrested Warren after they were contacted about an argument between him and a woman at her home. When troopers arrived at the residence, they determined Warren drove there impaired.
They arrested him on suspicion of drunken driving. Breath tests showed he had a blood-alcohol content level of 0.13. The legal limit is 0.08.
Warren’s firing comes a week after Gov. Mike Easley called for a review of the hiring and screening process and supervisory procedures of the Highway Patrol.
In September, the agency fired one trooper who targeted young women for late-night traffic stops and another who abused a K-9 officer in a training exercise. A third trooper resigned after two women said he forced them to kiss him, and a fourth was dismissed for undisclosed reasons.
Troopers have to submit to a polygraph test, background check and psychological testing to get hired. Michael McGuinness, the attorney for the North Carolina Troopers Association, said he welcomes a review of the hiring process and said he hopes to provide input.
Between five and 12 troopers have been fired each year from 2003 to 2006.

Internal oversight of law enforcement is a joke. There absolutely needs to be oversight from an independent agency. Raleigh — A state trooper, who was once featured on "The Oprah Winfrey Show" to discuss financial matters, faces DWI and assault charges after he crashed into a pond Tuesday night.
Authorities said Trooper Steve Ellis Bradley was traveling south on Jones Franklin Road when he crashed his personal vehicle near the intersection of Jones Franklin and Macedonia roads shortly before 11 p.m.
According to the police report, Bradley became distracted and diverted his attention from where he was going. When Bradley turned back around, his vehicle crossed into the intersection.
The report said Bradley applied the brakes, skidding 26 feet before coming to rest in the pond 178 feet from the roadway.
Investigators said Bradley had his 18-year-old son, Adrian, and his 7-year-old daughter, Madison, in the car with him at the time of the crash.
Police said Bradley became combative, kicking Raleigh police Officer K.S. Lablanc in her shins. He also walked away from an investigative officer and failed to put his hands behind his back when asked.
Bradley's blood alcohol content was 0.11. North Carolina's legal driving limit is 0.08.
Bradley also faces other charges, including failing to stop at a stop sign, child abuse, assault on a law enforcement officer and carrying a concealed weapon.
Bradley and his family were once profiled on "The Oprah Winfrey Show." The Jan. 27, 2007 episode, "This is the Year to Get Richer, dealt with Bradley and his family trying to get out of debt. On the program, Bradley admitted his family was drowning in bills and were $170,000 in debt.
Bradley, who has been a trooper since 1991, works in the special operations division in Raleigh. He is also a member of the Joint Terrorism Task Force, whose agency includes member of several law enforcement agencies and federal and state officials. He is on paid, investigative leave. His first court appearance is set for Jan. 30.
Lt. Everett Clendenin, of the state Highway Patrol, said the incident was "out of character" for Bradley.
"It's surprising and disappointing that these allegations and charges have been filed," Clendenin said.
The arrest is the latest black eye for the State Highway Patrol, whose troopers have found themselves on the wrong side of the law in recent months. Trooper Scott Harrison was dismissed in August after being accused of targeting young women in overnight traffic stops.

Bradley, whose address was listed as 3800 Wesley Ridge Drive, was also charged with assaulting a Raleigh police officer, carrying a concealed weapon, misdemeanor child abuse and failing to stop for a stop sign. A Breathalyzer test indicated Bradley's blood alcohol content was 0.14, nearly twice the legal limit of 0.08, court records show.
Bradley's two children, Adrian, 16, and Madison, 7, were in the family car at the time of the accident, according to a police report. The officers accused Bradley of creating a "substantial risk" to the children by driving while impaired and in a manner that landed the car in a pond.
Police also found a Glock .357 pistol on his left ankle under his clothing, authorities reported. And court records indicate that the Chrysler had a fictitious tag.
Bradley did not return phone calls Wednesday.
According to police reports, the accident occurred as Bradley was traveling south on Jones Franklin Road, near its intersection with Macedonia Road.
Police think Bradley became distracted just before running a stop sign. Police think Bradley applied the brakes and skidded 26 feet before running off the road and continuing through a patch of woods into the pond, about 128 feet from the road.
Police spokesman Jim Sughrue said officers tried to detain Bradley when he attempted to walk away from the accident and that a struggle followed. One Raleigh officer, Cpl. J.A. Privette, 34, broke a bone in his right hand when he fell. Police also accused Bradley of kicking Officer K.S. LeBlanc, 31, in the right shin.
Bradley was not on duty, Clendenin, the Highway Patrol spokesman, said.
A magistrate allowed authorities to release Bradley on his written promise to appear in court Jan. 30.
Bradley joined the patrol in August 1991 and had been assigned to the Joint Terrorism Task Force, a group of state and federal law enforcement officers. He has been placed on investigative leave, Clendenin said.
Prior to Tuesday's arrest, Bradley was last seen in the public eye in spring 2006 when he and his wife, Lisa, participated in Oprah Winfrey's "debt diet." According to the 'Oprah' Web site, the Bradleys were $170,000 in debt before undergoing a successful "money makeover."
