It varies widely

You could pay some Indian guy on oDesk $3.50/hr, any competent designer could charge from $20 to $100/hr.

Lots of people, myself included, prefer charging on a per project basis instead of hourly. If you want to PM me with some details, I could give you an idea of what I'd charge.
