edit: i guess it might be sort of debatable actually, as just about all the country's blacks live in the south and below the mason dixon line apparently it was just about impossible for blacks to register. Then MLK did his thing and put mad pressure on politicians to make it easier for them. Thats what the internet tells me anyhow.

oh ya, its def debatable, during the reconstruction blacks could vote relatively easily, however afterwards through various means (jim crow laws, intimidation, etc.) blacks were largely kept from polls

but TECHNICALLY they had the right to vote
