the atlanta feeds are pretty good. but they freak me out sometimes because I'm like "oh shit, that's only a couple blocks away"

because if you're detaining somebody you don't want them to know whats going on. like if you're losing signal on your radio or if backups haven't arrived, etc. Also if you're questioning somebody and want to call backup, etc. without them being a flight risk

Nope. that is Raleigh PD.

The District names of 21-26 changed earlier this year into what you see below. Some dispatchers
will still slip up and forget and will use the no longer valid D21-D26 Beats.

District 21 aka Northwest 1xx District
District 22 aka North 2xx District
District 23 aka Northeast 3xx District
District 24 aka Southeast 4xx District
District 25 aka Downtown 5xx District
District 26 aka Southwest 6xx Dist

As stated above the main reason given why the 10 codes were develop was to
try to keep suspects from knowing what you are talking about. They were also developed
to provide quick communication. Over the years agencies came up with their own
customized 10 codes/signals. Which caused issues in a situation where your neighboring county
had different 10 codes. Now there is a big push for clearnext (no ten codes) for interoperability purposes.

10 codes get even more confusing when you consider all of the different versions used here in Central NC:
--The set linked earlier in this thread is the main one used in most of Wake County
--However Wake Sheriff has their own set with a few different changes
--The NCSHP has their own set
--Durham uses an altogether set which is somewhat like the SHP's version.

Example: In most of Wake County a chase is a "10-80" while in SHP & Durham Speak a chase is a "10-43".
Once a suspect in a chase is caught in Wake codes they are "10-95" but in Durham and SHP they are "10-72".

The push for "cleartext" speak has been in the works for about 4 years due to Federal pressure under NIMS compliance. Here is part of an email sent out by a local PD near the end of 2006:

The following codes and signals may still be utilized as necessary.



10-4=OK

10-99=Wanted/stolen indicated

Signal 13=Revoked (DWI)

Signal 14=Revoked (all other)

Signal 25=Officer needs assistance

For CAD purposes, when coding Incident Reports over the radio, you will utilize the alpha code and then say what the code means. An example would be “code A, report filed”.

All other radio communications will be conducted using plain language. In order to maintain brevity and professionalism on the radio, the department will be using the definitions already established on the current 10-code list. For example, under the new system, instead of using 10-38, the user would say, I’m stopping a vehicle at "Location" and then give the communicator the vehicle information."

the LAPD has theirs scrambled and secret Had lunch at the police academy a while back and went into their 'store' and was informed that you can possibly find a hacked version on the internetz but that it ain't cheap. I was sort of amazed that I was being told this while standing in the company of cops but hey.....

Having duplicate numerical 10 codes and signals is about the dumbest thing I've ever seen. Their alphabet codes are silly too.

signal 10 is a traffic stop

before RPD went to their trunking system I had to lock out the traffic stop channel (2 i think) because it got so annoying listening to the scanner stop on "Raleigh 2 signal 10 blah blah blah"

never anything good on the traffic stop channel

mytwocents->Someone was BSin' ya. Or someone was confusing digital voice with encryption. Unencrypted digital voice can be monitored on any digital capable scanner. LAPD uses unencrypted digital voice conventional channels for day to day operations as shown on this site:

And that is why you can monitor LAPD on the Live audio feeds above. Someone has a digital capable scanner that is providing that feed.


jtw208-- Your issue goes back to how RPD divides up their radio channels. For many years now RPD has operated under this type of Radio Channel Setup:

Channel 1 = Raleigh PD Citywide Dispatch
Channel 2= Raleigh PD Northside Units (1xx, 2xx, 3xx) Status (including traffic stops etc)
Channel 3= Raleigh PD Southside Units (4xx, 5xx, 6xx) Status (including traffic stops etc)

Once Raleigh PD moved to 800Mhz Trunking there was an internal push to revise the above channel layout.
The original plan was to get rid of the separate status channels and just have 2 combo dispatch & status channels handled by
2 different dispatchers: One North and One South.

The above plan was put on hold for a variety of reasons...some political, some internal differences.

A "Pie in the sky" perfect plan would actually be to have 6 combo dispatch/status channels...one for each of the 6 districts.
If you listen to Raleigh PD on a weekend evening you will quickly pick up on the fact that the Southeast District (4xx Units) usually has more priority calls than pretty much any of the other 5 districts and would greatly benefit from having their own separate dispatcher.
Obviously RWECC (Raleigh 911) does not have the resources to entertain this anytime in the near future though.

I will let ya in on something: as far as how channels/talkgroups are setup in the system there really are 6 separate dispatch talkgroups. On the backend of the system all 6 dispatch talkgroups are patched together full time so it looks like only 1 Dispatch Talkgroup Citywide. This is to make changes to the channel layout easier down the road.

Obviously this is waaaaaay more info than anyone here ever wanted to know about Radio Geek stuff

2 things.

-who wants to sell me a cheap trunking scanner so i can keep up with RPD/RFD/wake ems?

-do the Tac and Ops channels come through on trunking scanners? before the switch, you'd hear things like "move to Ops 5" and then no more of that convo. maybe the tac/ops channels were 800mhz before everything else was?

Here is how an actual Raleigh PD Motorola XTS 5000 is programmed...

You have a bunch of "Zones" or Banks and each Zone has its own channels (or talkgroups as they are known on a trunked system).

This zone shows the layout of the Raleigh PD Southwest District (6xx) which just so happens to include a certain university



SWD DISP =Southwest District Dispatch

S STAT= South Units (4xx, 5xx, 6xx) Status Channel

SWD TAC 1 & SWD TAC 2= Two Talkgroups/Channels for intra district chit-chat. RWECC does NOT monitor these two channels so you will never hear priority traffic on these two channels.

LE OPS 5-12= The 8 LE OPS Talkgroups (Numbered 5-12) are used for communication of on-scene events where a Dispatcher needs to be able to monitor what is going on...these talkgroups are also used when units from more than one District respond to a situation...most events worth monitoring end up on an LE OPS channel...LE OPS 12 (or RICOPS 12) is usually reserved for units assigned traffic duty around the RBC Center and the NC State Fairgrounds.

FRT DESK= Front Desk Channel. RPD channel for asking about warrants and other assorted paperwork.

DIRECT 4= Conventional Non Trunked Low power OPS.

DCI = Countywide channel for running vehicle plates & checking statewide warrants.

EVENT 10= Wake County Event Channel 10. Wake County has 10 Event Channels/Talkgroups for use at concerts at Walnut Creek, Downtown Amphitheatre, etc. Due to NIMS requirements usually one channel is set aside for "Fire Branch", One channel is "Medical Branch" and one channel "Law Branch".

For any of the other 5 districts just replace the district name.

jtw208--- The cheapest you are going to find a digital capable scanner for is around $300. Wake County (including RPD and NCSU PD) operates in a digital voice format. Any of the radios listed on this page:

Should work fine for Wake County.

There are 2 main manufactures of scanners today: Uniden and GRE of America. GRE allows Radio Shack to "Rebrand" GRE radios with the Radio Shack logo and sell the GRE radios through Radio Shack stores.
I beta test Radios for Uniden before they are released. I have beta tested the Uniden BCD396XT, BCD996XT and others.

--The Public Safety "PS" TAC Channels (Numbered 13-39) (mostly used by Fire & EMS) come through just fine on any digital capable scanner. As I described earlier RPD has their own "LE OPS" channels that are different than the PS TAC Channels.

For the most part you can listen to pretty much anything public safety wise in Wake County.
I usually have about 7 or 8 radios on at any one time monitoring a variety of different agencies.

Missed this question. Been involved in all things radio since I was a kid.

I worked as the Production Director & a Traffic Reporter for Traffic Patrol Broadcasting/Metronetworks from 1999-2004.
Part of that job was monitoring about 7-8 different scanners and sending out the traffic reporters to verify traffic issues I heard
over said scanners.

I have been a licensed Ham for too many years

I have held Radio Consulting jobs for agencies all around NC.

I am also a trustworthy conduit for public safety personnel statewide that want to share Public Safety Comm info anonymously due to job security concerns, etc.

Most people in Public Safety in NC know of me just through word of mouth if they have not met me in person.
It has been said that no one knows public safety comms in NC better than myself.

I guess that is why I am one of only 10 people nationwide that a radio manufacturer trusts to beta test their products before release.

Heck, that happens pretty much daily

I can't stand to monitor the CAT Bus or TTA bus Channels/Talkgroups. Just trying to decipher
what the heck the driver is saying is difficult. Not because they speak in any type of codes but
because they have horrible two-way-radio skills. They don't enunciate or speak clearly.
