the new proposed law linked above is for smokeable hemp flowers and CBD, not THC. smokeable flowers are one of the more profitable crops and NC would be a great fit for hemp production.

The comment quoted was about making marijuana legal, which is also the topic of this thread. The next comment was about moving legislation toward legal marijuana.

That was the context of my comments.

All I'm saying is that it's clear they're trying to move backwards on legalization because they r dum.

^I kinda think conservatives didn’t expect flower to just be hanging on the kiosk at the gas station for sale after this industrial hemp thing, like they imagined big factories turning hemp into fiber, etc.

I can only imagine the phone calls Rep. Joe Bob-R from Lickspittle county gets after Henrietta comes across a fat bag of CBD flower while buying her Fritos from the stop’n’go.

On another note, I learned that, while quite a few farmers want to grow pure industrial hemp outdoors in NC, it can problematic. Right before harvest you have to send flower off to have the THC in the plant tested. If there is anything above a trace amount (like 0.3% thc) they start destroying your crop. While hemp varieties exist that are naturally very low in THC, apparently drought, floods, heatwaves, or any number of stressors can actually trigger hemp to start producing THC (even if just a small amount, you could lose the whole crop). So it’s a risk to grow it in an un-controlled environment.

You’ve got to manage the inputs closely to produce blow-your mind weed, but you also have to control the inputs closely to produce 0.3% THC weed.

Quote :
" The problem is that the smokable flower looks and smells like marijuana, and police chiefs, sheriffs and prosecutors around the state have said that, if the legislature keeps smokable hemp legal, marijuana might as well be legal as well.

Law enforcement isn't just worried about it being harder to enforce marijuana laws but about losing probable cause for searches based on the smell of marijuana smoke, or when a drug dog keys in on a vehicle.

"If this bill passes without the ban, we will put 800 of our law enforcement dogs and their handlers out of business," Dixon said.

An official with the State Bureau of Investigation told lawmakers that, while drug officers could be reassigned, K-9s trained to alert for the smell of marijuana would have to be retired. "You can't unteach them," she said."

It'll put decent, hard-working dogs out of a job!!!

Seriously though, the State has 800 dogs whose only job is to sniff-out marijuana?

And why does this require criminalizing an otherwise harmless substance?

So I read a few days ago Biden was against this, but did he not say in debate(11/20/19) that he was for ending penalties on marijuana usage?

"North Carolina should decriminalize marijuana, says a government task force focused on racial equity and criminal justice reforms.

The group will present Gov. Roy Cooper with a former proposal on that and other reforms within a month. But any permanent changes to state law would have to come through the Republican-majority General Assembly, not Cooper, a Democrat.

The state’s top law enforcement officer, Attorney General Josh Stein, supports decriminalizing marijuana."

Of course, they know that Mitch will probably never bring it to the floor, and it's just to get more democratic votes in Georgia, but it's a start

this NY legalization bill is pretty fucking great and hopefully will set the standard for other states

Quote :
" The governor had previously insisted that the executive branch retain most of the control over the tax revenue, while lawmakers insisted on allocating a large portion of the proceeds to communities with high marijuana enforcement rates.

Under the current deal, lawmakers appeared to get their wish: Forty percent of most tax revenues would be reinvested in communities disproportionately affected by the war on drugs; 40 percent would be steered to public education; and the remaining 20 percent would go toward drug treatment, prevention and education.

The retail sale of marijuana would be subject to a 9 percent state tax and a 4 percent local tax.

The deal also includes “equity programs” that would provide loans, grants and incubator programs for small farmers and people from disproportionately impacted communities who want to enter the industry.

One goal of the legislation is for half of the program’s business licenses to go to so-called equity applicants, which could include disabled veterans, minority- and women-owned businesses, and people who have relatives with a marijuana conviction.

The proposal also would eliminate penalties for the possession of less than three ounces of cannabis and allow for the automatic expungement of records for people with convictions for illegal activities that are no longer criminalized."

How is that the progressive states of Mississippi and Alabama have taken steps to legalize medical marijuana, yet North Carolina still hasn't?

In NC you can't petition to put something on the ballot for referendum. That's usually how it's gotten through in most (all?) other states.

https://www.wral.com/nc-senate-panel-approves-medical-marijuana-bill/19751021/

The bill appears to apply to the following conditions:

Quote :
"Cancer, epilepsy, glaucoma, positive status for human immunodeficiency virus (HIV), acquired immune deficiency syndrome (AIDS), amyotrophic lateral sclerosis (ALS), Crohn's disease, Parkinson's disease, multiple sclerosis, or other debilitating medical conditions of the same kind or class as, or comparable to, those enumerated in this subdivision, and for which a physician provides a written certification."

""If you'd asked me six months ago if I'd be supporting this bill, I'd probably have said no, but life comes at you fast," said Sen. Kathy Harrington
, R-Gaston. "My husband was diagnosed with multiple myeloma and has been going through some cancer treatments, and I believe we've already had some moments in our lives where this type of medication would have assisted.""

Of course, she sees it differently now that is suddently affects her. And I'm sure she doesn't even see the selfishness in that.

It acts as a stimulant in some people. It may also help with recovery, and certainly helps with staying calm under pressure. Even if none of that is true, the following still stands:

Yes MJ should be legal, but that's besides the issue. Even if it was legal, it would still be banned for pro athletes, as are certain other legal drugs and supplements.

She knew the rules; she dug her own grave. No tears shed.

not surprised that you have an archaic view on this

It IS legal in Oregon, where she smoked it. And the NBA, NFL, MLB etc have already changed their policies so it's no longer "banned for pro athletes". I mean, alcohol could help you stay calm under pressure. Should athletes be banned from having a glass of wine?

I suppose there's a reason why Republicans don't think that marijuana laws should be left to the individual states.
