There are millions of neutrinos moving through your body at any given moment, let alone the atmosphere, yet we suffer no ill effects from it. Neutrinos are extremely small particles, and were only confirmed to have any mass at all a few years ago (they were previously considered to be massless). I don't know anything about how they're generated, but I severely doubt that they've been wreaking havok upon the earth's weather.

Sorry salisbury, but you'll have to do better than that.

Under martial law, civil governemnt (including Constitutional rights) are suspended. You have no constitutional rights under martial law. The military government IS the law and can do whatever they want, including confiscating property, arresting anyone for any reason, and killing whomever they want.
