not entirely sure if i understand you but if your shit is due in november then it will get renewed for november - it's not like you can avoid the law for a few months and then get everything renewed in say march

Yeah, I'm not really sure how they are going to do that. One of my cars is due this month, I think I'm just going to wait for next year and see what happens. It should be 20 bucks cheaper. Inspectors aren't getting their emissions certifications renewed, so I think there's a good chance it'll work.
