How difficult will it be to get a cycle liscence, and what are the odds of finding a reliable bike for $2k? I dont mind whether it's a street bike/road bike. I just want something that I can learn on, and have a good time till I drop it the first time.

You can get a motorcycle permit by just taking a written test. It's easy as shit. You just can't carry a passenger.

There are plenty of sub $2k bikes out there. Just check raleigh.craigslist.org and cycletrader.com.
