NULL AND VOID. And you don't need a court to say so either. It's already null and void.
If Congress passed a law tomorrow saying we have no freedom of speech and anyone speaking out against the government is guilty of a federal crime, would we have to obey such a law? Of course not. The same goes with this "law."
