alright...i've tried every combination of things i can find in all the forums online (ftpplanet and the like)...i've disabled windows firewall, reset it, allowed only port 21, allowed all ftp related programs, made sure that passive ftp wasn't checked in internet options...etc, etc.

i've tried with flashfxp and ws ftp...it connects to the server with the username and password and then never takes me to the directory or anything. it gives me "no response from server"

it isn't the server though because i can login and transfer files quickly with my laptop...what is keeping me from accessing ftp? i run symantec antivirus and microsoft antispyware (although i've tried it without both of those) and i have peer guardian installed, but it's not open or running...anyone have a clue?

-this is a recently upgraded system on which win xp sp2 was installed and all windows updates downloaded-

you do know that FTP uses multiple TCP connections right?

is it possible that the FTP server is fucked up? can you connect to a different FTP server? Have you tried both active and passive mode FTP?

i can connect to this server on my laptop, but i can't connect from my desktop so i wouldn't think that would be a server issue would it?

Since you are able to authenticate, but not see the directory list, the FTP command channel (21/tcp) is working fine - the FTP data channel is not. If you are using active FTP (implied from "made sure that passive ftp wasn't checked"), then you will need to edit any firewall settings, and router/gateways, to pass TCP connection requests from port 20 to high ports on your machine. It is much easier to just use passive FTP since it will typically route easily through NAT gateways and firewalls that allow all outbound connections (XP firewall).

i changed it to where passive is enabled in internet options and then checked the box in flashfxp and it still did the same thing...

Is the server local to you? Is your laptop on the same network as your desktop?

Have you tried making your desktop the DMZ and trying again (if possible and assuming at home).
