I've heard that cable companies are required by law to provide for their customers a method of tuning in all broadcast television channels. As I heard it, it would mean that a cable company could not exclude broadcast digital channels to those who purchase digital packages.

Is this true? Is there a way for me to get something from Time Warner to tune in all the extra digital channels that are broadcast around here, without upgrading service packages?
