so mastered means the music is finished, vocals too?

mastered is near the final step. and the finaly step unless they remix and remaster again. basics:

tracking
this is generally the stage where all music is recorded. either 'live' as in everyone at once, or tracked individually. some basic mixing will obviously take place as each part is recorded. different producers will very from hardly any mixing to a lot of mixing during this phase.

mixing
this stage in itself will take place after all the instruments are tracked. adjusting of levels, taking out excess noises (making cymbols crisp and short when they need to be etc), running instruments through filters etc take place here. most producers will insert sound clips, or loops here. loops that are required to be synched up with the music can sometimes be implemented in the tracking phase but thats recorder's choice

mastering
this is generally a final seal on top of the mixing. levels are generally boosted to 'commercial' standards. the tracks are run through equalizers again as well as filters and really smoothed out. in a sense everything is "squished" together here to really sound like ONE piece of music instead of all the instruments standing out individually

so all in all this means if they are happy its ready to be pressed when they want it to be...or when their label wants it to be
