to speed up graphic downloads by compressing the graphic...sorta how netzero highspeed has that addon thing where you can adjust how good the pages look depending on how fast you want them to load

It's called mod_gzip, but it runs on the server, not the client.

its completely worthless for images anyway. it only speeds up the html page loading.
