How would I go about making ncaasports.com think I am from a different area so it won't black out games I want to watch? I tried creating an account saying I lived in North Dakota but it must black people out based on IP address.

i dont know of any free proxies that allow post data

However, there does seem to be an issue with post data, as mentioned above. Half of the crap you try to do with them doesn't work.
