Not to be rude ... but threads like this pop frequently ... somebody wanting to hire a programmer or webdesigner to do something. You need to establish a few details about the job ... such as the estimated time commitment in hours per week, number of weeks, etc. You should also define what you consider to be "quality" and "well-paid" work. You also need to define what you consider to be an "advanced" programmer. Without stating what your idea is, you also need to be upfront how much you KNOW about the market you are about to enter ... otherwise, the person you hire will think it's a huge risk and they may not get paid.

That line alone tells me they either
a) Don't know what they are doing b) It's extremely sketch, borderline illegal and your chance of getting a cashable paycheck is low c) They want someone to do everything from setup the website, reserve the domain name, and design and develop it.
