North Korea has millions of orphaned children that are forced to eat roadkill and scraps off the road. Some of the footage shows soldiers just sitting there eating while starving kids pick crumbs off the ground.

Technically they are, but many nations and NGO's, including the United States, are shipping huge amounts of food aid to the country. The problem is that North Korea so tightly restricts monitoring that we have no idea whether or not it gets to the people who actually need it (instead of being sold on the black market or horded by the military). Several large NGOs, including Médicins Sans Frontières and Oxfam, have left North Korea, complaining they don't have proper access to the countryside and individuals to verify aid distribution.
