my experience, if you move 10 threads to the trashbin, no one thinks you are working. If you lock up everything, they call you a nazi, but at least they see the work product.

deleting is shadier. some mods will delete a thread that makes him/her look stupid while he/she will just lock other threads

^^ yeah i have noticed deleted threads but like you said, simply deleting them seems to cause people to question the mods work.

Why not delete the threads that aren't still on the first page? Like, once it gets bumped down to the second page of threads, go ahead and delete it.

sometimes to make a point... public execution, others won't know what mistake was made if they didn't see it.
