I went in the fall when I was under 21 to tag ( and i didn't drink) along with my boyfriend and some places let me in until 10 pm. But after that no such luck...

Hike yes, drink no. Admission requirements for the various establishments is up to the people who run the places and whatever "rules" RPD and Campus Police may impose. YMMV
