Depends on the number of credit hours you have for how low you can go. The second part definitely take care of over the summer. Most of us have one "bad" semester ... whether it's allowed to continue is the breaking factor.

The kind of will power that it takes to do well isn't getting rid of tv/internet, its finding the appropriate balance of work and entertainment and sticking to it. I had a 2.0 or so over all gpa at one point, but summer classes are great, only 5 weeks long so you can remember the 1st day discussion during the final exam, especially tuesday thursday classes or just 1 day a week classes can have you only meet 5 to 10 times in a month and still get a full 3 credit hours as if you'd gone the whole year. plus summer parking and smaller class sizes are great for convenience and learning... so you can definitely pull any bad grade up with summer courses. my overall gpa right now is up from around 2.0 to around 3.5
