Heck, I parked my car on the street in Raleigh and no one even touched it...I even kept my passport in the car.

This happened in Minnea-fucking-polis. In a well lit space surrounded by garages and cars and homes. Not even a public street.

well, in Raleigh, the cop told me that they fingerprint only if something is stolen...I had nothing stolen so no fingerprints.

Here, in Mpls, the cop refused to take prints twice saying that others could have touched it even though I kept telling him that I just got there and everything is untouched.
