^Good point. My first remark in this thread doesn't make sense.

I suppose this thread is good for discussion about "gang culture" and how it relates to crime in general, about the general causes of crime (specifically gang crime), possible solutions, possible culprits, current ineffective and effective legislation, the possible role of Katrina in this particular case, etc...

And, in my opinion, this thread should not include lame ass remarks like, "Big surprise."

I read an article the other day that described this as the 'worst crime since Hurricane Katrina.' My first thought was that a hurricane is not a crime. My second thought was what the fuck does hurricane Katrina have to do with anything? At most, Katrina is acillary in so far as there is reduced police capability (even though the police-to-population ratio is now about 1:170 compared to 1:265 ante-Katrina). New Orleans had drugs and gangs before Katrina, and apparently that wasn't washed away in the levee break.

A rate typically implies a percentage. So his wondering if it is still the highest doesn't need your addendum comment.

^ As such, I can imagine if it has gone up if, perhaps, the people fled but the gang members stuck around to defend their now unoccupied turf.

I think I heard somewhere that the city's mean income has gone up since Hurricane Katrina. I can't remember if it was "mean income" or what, but the gist was basically that poor people returned at a lower rate than others.

Makes sense. I'm sure its more of a financial burden to move back and rebuild than it is to stay where you are and establish new roots.

Makes sense. I'm sure its more of a financial burden to give up the free home/apartment that was handed to you and go pay rent again than it is to stay where you are and keep your handouts.
