Is there a program out there that will save a file located on the web either every time it updates or at timed intervals?

Basically I want to save http://www.caymanport.com/webcam/dock4.jpg every time it refreshes, which is ~3 minute intervals.

Ok, I know nothing about programing...but can someone make this visual basic code repeat on loop indefinitely every 2 minutes?
