My Cummins doesn't spool much when I free rev either.

Because the turbine housing is NOT wastegated, and it's accordingly sized big. I don't even start making much boost until I load her good. I don't have a boost gauge yet, but she is supposed to hit between 18 and 20 psi stock.

Keep in mind that diesels don't have the same boost restrictions that gasoline engines do. Detonation is not an issue (well, of course, unless you shoot ether in the intake or really advance the injection pump too far).
