If he's accepted money, as the violations suggest, he can't play at any NCAA level. JUCO or some non-NCAA league is really his only options. He might could play Arena or CFL though.

I know alot of people where I live that are big OU fans. Most of them were talking shit last year about how good they were going to be THIS year. Ha ha I guess not anymore. They still have Peterson and some stud WRs, but their remaining options at QB are not bright.
