Subject: Re: Tailgating

Thank you for your email. After receiving many complaints from Wolfpack fans as well as fans from other universities, we created the football committee last year to review tailgating and game policies. The committee addressed several aspects of football game day; its members included students, faculty, staff, and representatives of the Alumni Association and Wolfpack Club. As chancellor, I accepted the following committee recommendations:

• Tailgating lots will open four hours prior to the game.
• Establish and enforce listening levels for music.
• Require that tents remain contained within the allocated parking area of a tailgating
group and that they are flame-retardant.
• Prohibit beer kegs in any stadium parking areas including vendor or university-
sanctioned events.
• Require that fans carry a picture ID in accordance with university regulations.
• Encourage tailgating participants to bag their own trash and leave it at the parking
bumper.

The committee also recommended that we implement pat downs of wrists, ankles and small of the back. This approach is being used at NFL stadium gates. NC State and University of South Florida fans were similarly patted down at the Meineke Car Care Bowl at Charlotte last season.

I elected to table this recommendation. My preference was to give the new guidelines a year, then reconvene the committee to determine whether or not further changes are needed.

Also, the committee considered whether to eliminate the practice of allowing fans to leave the stadium at halftime, but recommended that this practice be retained for the 2006 season.

The stipulation that gates will open four hours before game time is not a rule change, but a decision to enforce a rule already in place. I understand that for some fans this will be an inconvenience, but we felt that setting and maintaining consistent entry times for all lots provided the best answer to maintaining a positive game-day experience.

Tailgating is a tradition at NC State, and helps us all rally around the university and the Wolfpack. Our goal continues to be giving all our fans the opportunity to socialize and enjoy themselves. We appreciate our fans’ support and ask for your cooperation as we put these new rules into place.

If you have further questions or concerns regarding this matter, please call Lee Fowler at 515-2109.

Sincerely,

James L. Oblinger
Chancellor

Dr. Oblinger,

The news of the proposed abolition of tailgating really disappoints me and I wanted to express my opinion that this is a bad idea. Tailgating is part of the tradition of NC State football and there is no reason that fans
shouldn't be able to arrive when they want to and tailgate. Of course
there was the incident of a few years ago, but how can we let one incident ruin the fun for everyone. I have been tailgating at NC State football games for 15+ years and there has been no major problems, and there are hundreds of schools around the country with serious tailgating and no problems.

I really hope you would not only avoid shortening tailgating but also give tailgating its tradition again,

Thanks and Go Wolfpack

A judge ruled them unconstitutional in the State of Florida, as the Dolphins demonstrated no credible threat of suicide bombers at football games.

It's not like they are going to pat down everyone who goes through. I've seen it happen at Shea Stadium, MSG, etc.. It's smart in this day and age really.. I know this is being done in this case so kids can't bring in airplane bottles but it's a safety issue in most other places...

Yeah I got that response too...The 4 hour rule is going to cause a complete mess...

I love how Dr O said the committee suggested the 4hr rule...That isn't true...He decide it should be enforced on his own. Against the will of many big dogs in the WPC and Athletic Dept.

He is really snaking out of it putting it on Fowler when he approved the rules.

Funny they mention USF fans getting patted down at an NFL stadium, because they do no such thing at Raymond James Stadium on game days.

Um he said he did NOT want pat downs and he did NOT abolish halftime drinking.

Yeah the 4 hour rule kinda sucks but its not that bad...

no kegs, big deal.

the one im curious about is the music. if people get tickets because their toyota camry is turned 3/4 of the way up thats stupid.

now if its only for people with HUGE speakers then okay...

Its a big deal for people coming in from out of town...that have large tailgating setups. My tradition over the last 4 or 5 years is to be setup in time to watch ESPN College Gamday @10am.

I'm pissed that we can't even attempt to get in the lots until 2pm for App St...there will be a bunch of games already late in the second half or maybe over by the time I have my dish up and running. I think traffic may be a nightmare.

The only one I have a serious problem with is the 4 hours. Not only is that a bit tight in its own right for anyone that wants to do some serious tailgating, grilling (that is not nearly enough time to set up, barbecue, and make kickoff), socializing...particularly for fans that come from over 4 hours away. The time problem will be exacerbated by traffic issues caused by a set entry time, so you really will not get to your spot until less than 3 1/2 hours before kickoff. 30 minutes to setup and fire up the grill, then you have about 2 hours to tailgate before picking up and making it to the game. That is terrible. 4 hours is an appropriate time period for basketball...not football.

Supposedly. I plan to get there waiting for the gates to open well in advance of four hours, and hope others will do the same.

this will be the most arbitrarily enforced rule of them all. what will be the limit? 100 dB? 120dB? is RPD going to go out and purchase decibal meters just for busting kids with their stereo one notch too loud? what's the punishment?

what a fuckin joke

the real problem that I see with the 4 hour rule is the traffic, if you get stuck in traffic, that will definately be there if people are being held at the gates, and don't get to your spot for 1/2-1 hour, and you want to get to your seat before the game starts, you are down to 2-2.5 hours to tailgate. i am not really against this in theory, especially for 12 and 1 o'clock games, or even 3 o'clock games, but for night games this should be extended to 5-6 hours, and the bitching would probably stop.

the other interesting aspect of this new rule is that most schools, with stadiums on campus, there will never be a rule like this because there are no gates, they are insulated from having this sort of crackdown. we are essentially being penalized for having a gated, off-campus stadium

i also think that the emails/letters/protest or whatever the hell else is going on will have limited results, but the increased levels of drunk driving because of this rule may hit home with some of these folks. they are not going to prevent young alumni/students from drinking 8-10 hours before the game, they are still going to get drunk, and now have to face the decision of how to get to the stadium at the 4 hour mark. this was an unintended consequence of this rule, that may eventually cause change

The West lot is mostly empty even 2 hours before game time, so it won't create a huge problem for the "big dogs" as previously mentioned. What is "encourage people to bag their own trash?" I'm sure everyone is thrilled with the new rules enough to cooperate. I'm guessing there iwll be people lining up at 1 to get in, what are they going to do, just form a line until 2? Should get interesting.

^^ probably to keep the lots clean. I know the fairgrounds lot looks like a damn disaster area when people start leaving(beer bottles, cans, and trash everywhere). And after losses it is about 10x worse.

Guys guys, other than the ASU game, i really doubt the 4 hour rule will be implemented. The gates will be open. It is too much traffic and such to deal with. Just like 2 years ago when they said that the gates would be closed, they weren't

the reason we don't have pat-downs this year is because of the nc state chapter of the aclu wrote multiple letters about how bullshit and illegal those pat-downs are, citing cases where shit like this happened and the countless overturnings in court. theres not a goddamn valid reason for these patdowns, and they know it.

don't think it's because our chancellor is nice. its just a numbers issue. much cheaper to NOT go to court.
