I dont know how many of you have thought about this but i have:

-The NFL bought property in Los Angeles to build a stadium and put a team back in that huge market

-The NFL already has a perfect 32 teams so they wouldn't want to add a team they would want to move a team and no other team is as in need of relocating as New Orleans(Katrina)

-Houston's GM has the first pick in the draft and the obvious choice is Reggie Bush.

-The NFL moves in and forseeing their Los Angeles team and knows that the saints have the second pick so they basically bought out the former GM of the Texans shortly after the draft. The Texans have Mario and the saints have Reggie. The former GM is now working for the NFL so he is protected against questions regarding the draft.

Normally LA would not want a team as shitty as the saints but it does help if that team has the best football player to ever come out of LA........... REGGIE BUSH

IT wasnt a stupid move to take Mario first, it was the perfect move for the NFL.

Here is another one (I think Forbes published an article on this one): By not creating a team in LA, they can always threaten cities with the prospect of moving to LA.

As a result, cities have been shelling out big bucks to build new stadiums and keep local teams. This has been a huge source of revenue for the league.
