Yes, the main problem with the ps3 is that

1. You'd have to be rich, or japanese

2. You'd have to be richer to buy some of the extra parts

3. That x-box 360 you've just bought might discourage you.

Gamespot and IGN have no information about FFXIII's battle system that I saw. I'm pretty sure you're thinking of 12's "Gambit" system.
