A large portion of the outstanding votes are in Richmond (City), which leans heavily toward Webb.

counties with outstanding precincts that lean webb:
arlington, charlottesville (city), richmond (city), fairfax, fairfax (city), isle of wight, loudon

how can the counts for va be exactly the same on cnn and fox, but one says 99% and the other says 100%

^^There are a lot of urban areas that are part of the 30% uncounted. Urban areas = concentrated and with minorities. Fox news has pretty much conceded missouri.

I'm saying that he is registered as an independent, so there would be no need for Cheney to break a tie if the Republicans only get 50 seats.

They would still be considered the majority.
