Here is the service bulletin for the EXACT issue i'm having. How would I find out how to fix it?

if its doing what the bulletin says

then it is working normally

doesn't it say that you have to have the defrost on AND the outside temp has to be more than 36-37 degrees? That would mean that the pump would turn off if if the mode isn't defrost AND the AC button isn't activated.

Agreed - I haven't seen a car leave the compressor on unless it is on "defrost" or the A/C button is pushed...
