First thing you should do is plug in headphones to your sound card and see if it's the computer/soundcard/file issue or a speaker/cable/interference issue.

Is it only for mp3s? Is it only in one application (a version of iTunes had an issue with this?

So like YouTube sounds play normally?

You should first try reinstalling your soundcard drivers.

Then in WinAmp, I believe in the preferences there is an option to use hardware acceleration, disable this. If non-mp3s don't mess up, and this fixes your problem, then it's probably your soundcard.

Does it work when you play music CDs too?

Does it happen through headphones?

That's kind of weird... WMA doesn't even do it?

Try this though:
Q. Why do I hear audio distortion while playing an MP3 file?
A.
If you hear audio distortion when playing an .mp3 file, find the file Ctmp3.acm on your computer and rename it to Ctmp3.bak. The Player isn't fully compatible with the Ctmp3.acm file, which is a Creative PlayCenter MP3 decoder.

Try booting in to safe mode too, to see if you can eliminate a driver/software problem more completely.

download VLC http://www.videolan.org that has built-in codecs and see if the mp3 plays fine in that.
