Can it be done with the newer version of the phone, the one with the wheel instead of the touch buttons on the front?

The real question is: Is it compatible with bitpim? If the answer is yes, then you can use bitpim to upload an mp3 as a ringtone on your phone. Bitpim will just down-convert it to whatever you like, then it'll be available as a ringtone on your phone. At least, this is how it worked on my LG VX6100. Haven't tried it with my VX9900 yet, or a chocolate for that matter. :E

Well, I dunno about those answers, but I can recommend that you look around over at howardforums.

Those people have absolutely NOTHING better to do than help you solve your phone issues.

i just found a way to do it without bitpim. you just email it to yourself after using a program called Audacity and the LAME mp3 encoder... just go to http://www.allthingsmarked.com/marked-as/mobile/ and then scroll all the way to the bottom where it says "set mp3's as ringtones for free" for a step-by-step.
