got a new laptop with vista on it and im having some problems

any sort of torrents i d/l aren't going over 20kbps or so
some regular downloads go much faster and when i had my old desktop, it could have been up in the high hundreds at some times.
i looked around online and upped the tcp/ip limit but that didn't seem to do much. any other suggestions?

yeah, didn't you hear? microsoft made a deal with the riaa to report all torrent activity. they are probably slowing down your download speeds hoping you'll stay where you are until they can get the secret service dispatched to your location
