So I got a video card that requires a 12V rail rating of 20A, while the video card requires 26A on the 12V.

The card runs fine (or seems to) on the current PSU, so

Is it dangerous for the PSU/Card to be running the card on an underrated psu?

and if so, does anyone have a PSU they wanna sell?

I wouldn't call it dangerous. You're risking system stability more than anything.

I have one rule about PSUs: don't cheap out on the one computer part that can destroy all the rest.
