One of the daily podcasts I download through iTunes has 3 seconds of audio which I think are hilarious.

Is it possible to somehow capture just those three seconds and turn it into a file that I could embed or play back?

find a program to capture sound from your sound card (http://www.download.com search for audio capture)
save as mp3

find another program to cut mp3s
profit

I used Audacity and it was surprisingly fast and easy. I am well-pleased.

Yeah podcasts aren't encrypted, so any audio program can slice it up.
