My SO is a drummer and his roomies are third shift workers - so I'm looking to pick something up for him for Xmas so he can play again without getting slaughtered due to noise.

Check craigslist and ebay often. Watch out for the cheap kits I've never owned one but I've heard they don't hold up well. Also, try music-go-round, again, it's not often you find an eletric kit but once in a while they have something worth looking at. I've been looking for the same thing but I think I'm going to wait to see what people are trying to get rid of after xmas.
