I worked for a community college where the computers were setup so every time you restarted it would return to its original, imaged state.

turn down your resolution to an even lower level like 640x480 so you literally have a vertical scrollbar on your toolbars

(even though i doubt this is your actual IE setup and not just something you saw online)
