wait a second... this is a horrible idea. it disproportionately taxes people with EFFICIENT cars vs. those with SUVs.

it's my suspicion that the author, Darren Murph is somehow associated with NCSU/TWW. Every now and then he always writes articles linking back to TWW and whatnot
