I'm pretty sure it was an arcade game and I know it wasn't P.O.W. but the game and characters were vary similar.

It was a scrolling fighter game. The screen scrolled in all directions, not just left/right. You had a top down view of the action. There was a distance to goal indicator that told you how close you were to getting to the end of the game. You had to use the distance indicator to tell if you were headed in the right direction.

Sorry for the vague description.

So when you mean top-down action, do you mean it was kind of like Contra but from a Legend of Zelda point of view?

i remember playing the first Ikari Warriors game on NES

pretty dope co-op although i played it a lot more recently on an emulator and it kind of sucked comparatively

I remember playing Guerrilla War in the arcade. It was very similar.
