i tried using photoshop express ealier today. i guess there were a lot of people on it since it's so fresh but it was (in standard tww format)...

^paint.net is probably the most robust free editing program i've used; isimple nterface, very similar to standard Paint, but it also has options for adding transparency and a magic wand tool very similar to the one found in photohsop.

meh there have been online solutions for editing for a while - i don't think it's as great as the adobe media/PR machine has made it out to be with everyone in the graphics blogs writing and raving about it

when would you seriously use something like that? i'd rather have my 60mb portable photoshop cs3.exe on jump drive and do it that way if i had to

Online photo editing is very appealing, and is getting more powerful. It's appealing for many reasons:
1) they're almost always free, and PS Express is (along with others like Picnik and others - here's a year old list - http://www.techcrunch.com/2007/02/04/online-photo-editing-overview/ )
2) they the ultimate in portability, in that you can go to any computer with Internet and access it and any photos you've saved to it (don't even have to have your flash drive)
3) they have excellent integration with other photo hosting sites like Flickr, Facebook and Picasa, so you can open items directly in them from your Facebook account, edit it, and save it without doing any downloading, saving, uploading, etc
4) they're usually a lot simpler and more straight forward to use than client software

of course, having said all that, it's not like online Flash/AJAX/AIR photo editors are going to replace client software. That's a pointless debate, just like all the idiotic talk about how Google Docs can replace MS Office. But for bringing free, easy to use, somewhat powerful photo editing to the masses, these programs do a great job

i guess i'd never use it - my needs are always a lot more than just the generic stuff they provide online.

portable cs3 is pirated of course so it's free. unfortunately, adobe hasn't done something like that yet.
