no, the ie-s are only there because they had suffixes attached, and in the case of conscience, prescient, ancient, efficient, glacier, and society, the it are separate, in that the i makes the long e sound and the e or er makes an 'eh' or "er" sound.

the ie rule only applies when the i is silent and the e is long.

there is a weird exception to this rule, however.
