Whether or not they had a choice isn't the point. The government or other entities either (1) didn't properly inform them of the risks or (2) relied on their lack of education to assess the situation.

Before you do any study, esp medical you have to sign paperwork. If you neglect to read what you are putting your name to that is YOUR fault. The same with buying houses. You are signing that YOU accept the terms and consider yourself informed.
"properly informed" has been used SO much lately as just another excuse for people making bad decisions.

Drsteve, I saw that mentioned. However, safety disputes and complaints may or may not be relative. For instance, if you are taking a experimental drug and a couple people complain it gives them a rash, do they have to stop the trail and tell everyone it gives them a rash? If you believe they do, then you have ruined the trial, esp if it is a blind experiment. My point is that without knowing what the complaints were, its hard to determine what the severity would be or the outcome. For instance what if they were complaining of the smell? We just dont know. However, its far easier to assume the worse. Is it unethical to continue to give medicine or, in this case, yard treatments if its known to cause more problems than benefits? YES. However, Im not sure that was established in this case, or else they wouldnt be doing the trial.
