that is a hard call seeing that those are the two best games for the 360 right now.
GTA4 will be more bang for your buck because of longer story mode and fun multiplayer but COD4 was just amazing story wise and the multiplayer is much more fun.

We have both at the house and here's my thoughts:
COD4 - Great single player campaign but could've been longer. Didn't get into the multiplayer as much, I prefer Halo 3. This game sits on the shelf...
GTAiv - More single player content, newly added multiplayer is crazy as hell, future downloadable content, currently working my way through this one.

COD4 I beat on normal in <8hours (2 3-4hour sittings)... COD3 took me a LOT longer to beat. I've heard it's great online... but I don't play online so those arguements are full of fail imho
GTA4 I would imagine will be way more worth the money.
