If anyone has been to LA they've been approached by a non english-speaker hawking DVD's. This may hurt the actual owners of the apartments that the "dealers" live at, but the non english-speakers will carry on.

I can kind of see their point but this is just another silly law. I remember seeing four cop cars surrounding an illegal hot dog stand near Korea Town one afternoon.
