when i clean up a hard drive, i DoD erase it, and for the same reason, when i clean up a working computer with a license, i'd like to completely erase ANYTHING that is specific to user (URL history, cache, opened documents, etc.)...is there an all-in-one tool y'all use to do this?

yes, it can also be used to keep people from knowing about my furniture porn fetish

i use a batch file I wrote which empties various folders which contain such information. I run it every few days. If you want, give me an email address and I'll send it to you. You can then change/add to it however you see fit.

do you mean clean the user data out for passing it along or just clearing out stuff like browsing history and cache?

if the latter, then
