Is there a fairly simple to use program to do this?

I have photoshop but do not know how to work it. I also do not know if photoshop can do this. I want to make some banner ads for tdub.

its been a long time since I have done them, but photoshop used to do them very easily if you chose something like "save for web" or something to do with .gif and it would cycle through the layers of your unflattened photoshop file and you could adjust the length of time etc.

I remember it being pretty intuitive.
