if you're circumcised, more foreskin may have been removed from your penis than was originally folded up. if this is the case, your actual penis skin may be too short and skin from around your penis and your nutsack might be pulled up around your dick slightly, making the shaft hairy. OTOH, all skin is capable of growing hair, so it might be this way naturally. in any case, it is a 'normal' condition.
