i know it has relative to all the other currencies but has the value of the dollar actually gone up or is it just going up in "strength" because everyhitng else has gone down the last 2 weeks

1 dollar can now buy me more euros but 1 euro can buy me less guns and butter than it couldbefore so the dollar hasn't really changed has it?

so relative to items does this rise in dollar just mean everything else can buy less items while the dollar can still buy the same items it could 10 days ago?
