If ever? I cover the seat in any public restroom, no matter what, as well as other people's houses. I even covered the seat in my suite at university towers. When I'm in a stall and someone goes in the next stall for #2, most of the time he immediately sits right down, not putting any TP on the seat. Think of all those bare asses that have been there!

I assume seat coverers generally live their lives in fear. Sure, wipe the seat so you don't sit right in someones piss or maybe some stray fecal matter (like, if you had to shit at a bar where you're so some drunk missed or something, though, I try to avoid shitting in places like this anyway), but you're exposed to WAY more germs in your every day lives than the toilet seat.
